Haven't seen the Presage tape mentioned a whole lot but I agree it is most excellent. Quite the follow-up to Hair Diaries.
A few more releases of note:
Primitive Wings - Morphosis CD (can't overemphasize this enough)
Seepage - Tertium Quid 2CD. Had to wait a little while to get this but it was well worth it. Seepage has become one of my absolute favorite projects since I've started listening. Everything from the pacing to the sheer mind numbing absurdity of the sounds is perfect.
Green Tea - Snowblower. Already a top favorite for the year I've played it many times since it came in the mail. Hard to believe that it's a debut, I really hope that a follow up isn't far behind.

Presage is so solid, takes his time to put out each tape, but you always know it's going to be quality. More highs and mids with less low end than Hair Diaries if memory serves correctly. Side B is very active with lots of good layers and edits, done very well. And agreed on Seepage, this new double CD is fantastic. All of their material has been excellent but this really takes them to another level. I would say it's my favorite release of the year and maybe the last couple of years. It's extremely good. The new solo Kiran album is also great. Heavier emphasis on the "electro-acoustic" minimal sound on this one but good mix all the way around.

Same for Wino Lodge - the roll they’ve been on for the last couple of years is scary.
CIA Debutante - Down Willow. Likely to end up an album of the year in this house. Might be the best one yet? Certainly the most confident.

I also wanted to mention a few more releases that I haven't seen talked about very much:
MO*TE - Kill The Sun CD (Dada Drumming)
One continuous hour long track give or take, somehow feels both longer than it seems and at the same time shorter.
Umpio - Sin Memoria CD (Absurd Exposition)
I haven't heard a great deal of Umpio's output but I just finished listening to this and I'm very interested in hearing more. This disc has everything I love to hear on a harsh noise CD.

I'm really liking Slit Throats - King Of The Monster Trucks (Phage Tapes). Some of the sounds on there do a great job of scratching a certain itch I'm incapable of formulating into words.

I’ve listened to Dysphoria Ultra by Nit a couple times now and am really liking it a lot. Gonna have to figure out how to get my hands on some more of his work.

Scathing - Flesh Wreckage (Cruel Symphonies)
this one will take the cake for me as best noise record of the year, probably. Absolutely maniacal in every sense of the word, and getting to play with him twice this summer was an honor.

The return of Crucial Blast Records has meant that one of their first releases is from Boredom Knife. Highly recommend this.

I just heard a snippet of Children of the Wisteria and loved it. So I turned it off and ordered Snowblower. living room - failed attempts at scorched earth
reis/lorenz - horizontal hold
quadrupling or more the primitive wings - morphosis
this might be disliked but i bought a cd called "Resonance Studies in Ecstatic Consciousness" by Madison Greenstone. it's purely acoustic extended techniques on Bb clarinet but it might as well be harsh noise
total sweetheart - lazy saturdays. this band is killing it with EVERY RELEASE. love that they're all pretty much two track c60s in format even on cd ya know what i mean
the new boyfriends 1+2 double cd reissue, if that counts. completely goated pure harsh noise.
MUST be mentioned: perfected grave vault - mutative forecast. charlie mumma and aaron aspinwall doing a fantastic job.
heat signature - brain on war.

I haven't done "Best of the Year" lists in like 13 years or so, but the best noise/experimental album I heard this year was the contemporary Italian tape/electo-accoustic compilation "Tutto A Posto Niente In Ordine" on Nashazphone. Absolutely stunning example of forward-thinking experimental from names both known and semi-known. Blows away anything I heard in the way of this year or last.

Er. Anyone with any dissertation-level recommendations on the subject? Cause there has got, like, to be something there (even without T Riley and T Mikawa repeatedly saying so (fuck em!)), no doubt stuck deep inside of one of them places where it (the terminated subject) is not, necessarily (or so I'd assume), inclined to shine. I digress*.

The new Knurl / Artbreakhotel split 2CS, Scrap Metal Labyrinth, on Buried in Slag and Debris is really excellent. Four sides of varied, interesting metal sounds from two of the best at it. Plus the packaging is particularly beautiful!
